Our Track Record

AGC of America is recognized as the most influential construction trade association in America, with the ability to affect change at the federal, state and local levels of government. We have a proven track record of successfully addressing issues and building alliances to serve the construction industry.

AGC Nebraska Chapter is the voice of the construction industry in Nebraska, leading the efforts to protect and promote the Highway Trust Fund.

2025

AGC passed LB 558, which creates a task force to make recommendations on future funding needs for the state’s transportation system. AGC also testified in favor of bills authorizing speed enforcement cameras in construction work zones and requiring drivers to use only hands-free cellphones when driving.  AGC successfully opposed a bill that would have required NDOT to reimburse utility companies for the cost of moving their utilities within state right of way during roads construction projects. 

2024

​AGC passed LB 1317 which raises revenue for roads construction by increasing the registration fee on electric vehicles and establishing a tax on the electricity used to charge electric vehicles.  AGC also supported a successful effort to modernize the Nongame and Endangered Species Act so that it no longer applies to projects within a roadway’s existing right of way.

2023

​AGC introduced bills on increasing electric vehicle fees, adding safeguards to the alternative delivery selection process, and adopting the Government Neutrality in Contracting Act.  As signed into law the state budget included $100 million in new state funding for roads construction.

2022

​LB 133 carried over to the 2022 session and led to AGC working with senators and NDOT leadership to form a utility coordination task force.  AGC also successfully supported LB 809 which authorizes the state to assume the jurisdictional responsibility to approve dredge and fill permits under the 404 program in order to improve parts of the project permitting process.  

2021

​AGC introduced LB 133 which would have required projects over $50,000 to have a utility coordination plan and would have required reimbursement to the contractor if the plan was not followed.   

2020

AGC successfully opposed LB 1218 which would have required political subdivisions to set goals to meet in awarding a certain percentage of work to Historically Underutilized Businesses.  AGC also helped secure $50M in new funding to cover the state’s share of county infrastructure damage that is being reimbursed by the federal government.

2019

AGC worked with the Department of Labor and state lawmakers to ensure that changes to unemployment job search requirements did not negatively impact the industry’s workforce during the construction off-season.

2018

AGC successfully opposed LB 1031 which would have imposed burdensome requirements and fees for excavators under the One Call Notification System Act.

2017

AGC testified in support of LB271 which allows the NDOT to assume responsibility for environmental review under NEPA, which first and foremost should reduce project delivery time, and reduce annual costs to the state. We also testified in person or by written letter to several other bills before the various committees of legislature.

2016

AGC testified in opposition to a bill which would have repealed the Build Nebraska Act. We also testified on behalf of the Transportation Innovation Act (LB960). Not only does the Act authorize the use of the Design Build method for contracting, it also provides for additional funding for county bridges and funds state infrastructure bank.

2015

AGC testified in support of LB610 which will increase the state gas tax 6 cents over a 4 year period. The funds will give cities, counties, and the state the ability to fix more deteriorating roads and bridges.

2013

AGC testified in opposition to a bill to overturn the Build Nebraska Act. We also testified in person or by written letter to several other bills before the various committees of legislature.

2012

AGC was instrumental in withstanding the attempt to rid the statuses of Nebraska's unique variable gas tax.

2011

AGC worked closely with Senator Deb Fischer and a statewide coalition of local officials, business interests and transportation industry members to successfully pass LB 84, the Build Nebraska Act. Effective July 2013, this act allocates a quarter of state sales tax to be used for state and local transportation needs.
